The France legend was stunned when Falcao left Atletico Madrid to join big-spending Monaco.
But Ginola reckons Prem fans may yet see the Colombian star in England.
Chelsea and Manchester United have both shown an interest in landing him while an Arsenal move could be funded by a new sponsorship deal with Puma.
Ginola told Starsport: "Everybody wants to come and play in England.
"When he had the choice and decided to go to Monaco, I was surprised in the first place.
"His future could lie in Spain, Monaco or England. It's too early to decide his future now but, why not [move]? Everyone wants to play in England.
"He could play for anyone."
Falcao, 27, is currently sidelined with a knee injury that has left his World Cup hopes hanging by a thread.
BT Sport analyst Ginola said: "For Monaco, Falcao has been fantastic. He's been really, really good for the club.
"With Berbatov we'll have to wait and see how he will sit in the team.
"He's proved he can score goals and that's a good asset for any club. Will he do the same for Monaco? We will have to wait and see how he settles.
"It's an easy quality of life there. You can settle down in Monaco quite easily but motivation is a different story.
"Sometimes players need full stadiums and don't get the motivation otherwise. I hope Berbatov still has that drive.
"If it helps the club finish at least second, that will be a message that Monaco can compete right at the top.".
